We live in a complicated world in which not being armed with rationality, science and thinking one cannot overcome increasing difficulties. A system or model is characterized by complexity and its parts interact with one another in a variety of ways in such a way that there is no supreme rational principle based on which one can simply define its various interactions. It is needless to say that despite the tight competition and increasing national and international changes, implementing big projects is accompanied by unprecedented and unpredicted complexities.
Surmounting these complexities involves creativity, skill, knowledge, practicality and teamwork, which can be done by benefiting from new managerial technologies.
